Why is that girls/young women want to feel "sexy" and will wear suggestive clothing or engage in suggestive acts, body movements, etc. yet when a man acts upon her suggestions, she gets all pissy, defensive and cries "RAPE!"?

Every young girl just wants to be older, more mature and cooler. Dressing sexy or acting in sexually suggestive ways is the easiest way to feel that way. But that doesn't mean they're ready mentally or emotionally for sex, of any kind.
When it comes down to it, they're girls...they can't fully grasp the consequences of the attention they're getting. Frankly, it's more than they bargain for and by the time they realize it, it's too late. And they don't know how to handle it.
Generally speaking, the young women do it to emulate someone. Once they start getting the attention that their attire or actions evoke, they've realized they're over their head, and have a knee-jerk reaction pushing the suitor away.
Additionally, there are some girls/women who do not push guys away when they act thusly. Generally speaking, these are the girls/women to avoid. They'll either break your heart, body, or both.

Why do men assume this behavior is for their enjoyment?
It takes two to tango. If the women didn't want the attention, this would be a non-issue.
