Uncle Sam. He's been there since the late 1700's. We've had several revolts over this state of affairs, but governments don't work well without funding, and well... who can say what is necessary and what is not when the fate of a nation is at stake? Politicians of every party have used this to their advantage for the last two centuries. Perhaps to the good of the nation. Hard to tell without years of history to sort things out.
